Bajan Fish Cakes (Barbados)

500 g. Salted Cod
120 g. Flour
1 Onion, Finely Chopped
1 Scotch Bonnet Pepper, Finely Chopped
2 Garlic Cloves, Minced
1 tsp. Baking Powder
60 ml. Water
60 ml. Vegetable Oil
Salt and Pepper to Taste
Soak the salted cod in cold water for at least 2 hours, or overnight if possible. Change the water occasionally to remove the excess salt.
Drain the cod and use your fingers to shred it into small pieces.
Combine the shredded cod, flour, onion, Scotch bonnet pepper, garlic, and baking powder in a large bowl. Add enough water to make a thick batter.
Heat the oil in a frying pan over medium-high heat. Drop spoonfuls of the batter into the pan and fry until golden brown on both sides. Drain on paper towels. Season with salt and pepper to taste.
Serve the fish cakes hot.
