Acras de Morue (Martinique and Guadeloupe)

Rinse the salted cod under cold water, then soak in fresh water for at least 2 hours, or overnight if possible, changing the water several times.
After soaking, boil the cod in fresh water until it flakes easily. Drain and let cool, then flake the cod into small pieces.
In a large bowl, combine the flaked cod, flour, onion, garlic, Scotch bonnet pepper, and baking powder. Add the water and mix well to form a batter. Season with salt to taste.
Heat a large amount of oil in a frying pan over medium-high heat. Drop spoonfuls of the batter into the oil and fry until golden brown on all sides.
Drain the fritters on paper towels. Serve the acras de morue hot, with a side of sauce chien or other spicy sauce if desired.
