Qutab (Azerbaijan)

500 g. Flour
1 tsp. Salt
200 ml. Water
500 g. Ground Lamb Or Beef
2 Onions, Finely Chopped
Salt and Pepper to Taste
In a large bowl, mix together the flour and salt. Gradually add the water while kneading until a firm dough forms.
Cover the dough and let it rest for 30 minutes.
Meanwhile, mix together the meat, onions, salt, and pepper to form the filling.
Roll out the dough into thin circles. Place a spoonful of filling onto half of each circle.
Fold the dough over the filling and press the edges together to seal.
Cook the Qutab on a dry skillet over medium heat until golden brown on both sides.
