Method
Make the syrup first by combining sugar, water, vanilla, cinnamon, lemon juice and zest in a saucepan. Bring to a boil and simmer until the sugar is dissolved. Then cool the syrup in the refrigerator.
For the dough, sift flour, baking powder, and salt together in a bowl. Cut in butter until mixture resembles breadcrumbs.
Add the milk to the flour mixture and mix to form a soft dough.
On a lightly floured surface, roll the dough out to a thickness of 1 cm. Cut the dough into rectangles, then cut each rectangle diagonally to make two long strips. Twist the strips and pinch the ends together.
Heat oil in a deep fryer or pot. Fry the koeksisters until they are golden brown, then drain on a paper towel.
While still hot, dip the koeksisters into the cold syrup. Allow to cool on a wire rack.
